Pathways
Each role in the program has its own rule, its own application, and its own pathway. Two roles have an adopted rule and one of them has an open application; the rest wait on a rule that is still proposed. Each pathway says what its rule requires, where each item comes from, and what is not yet known. Every requirement is cited to the rule; what the rule leaves unsaid is said to be unsaid.

The pathways
7.35.2 NMAC, in effect since June 23, 2026. The department has accepted producer applications since August 17, 2026, with no deadline. Worked through the City of Santa Fe and Santa Fe County, with a drafter for the attestation and the owner's statement.
The same twelve records as a producer plus a cannabis testing license or ISO/IEC 17025 or NELAC/TNI accreditation. The department says the application opens later.

How a pathway is built
A requirement is stated only where the adopted rule states it, cited to the subsection and page of the published text. A proposed rule is cited as proposed and marked as not in effect. Committee outlines, meeting minutes, and other documents that predate a rule never support a requirement; where they are shown at all, each item is checked against the adopted text in a labeled block. Local steps are cited to the page of the agency that administers them, with the date read. Where the rule is silent, the page says so and names the question to put to the department.
